Executive Summary
California faces the highest wildfire exposure of any U.S. state. The January 2025 Los Angeles firestorm
— the Palisades and Eaton fires — killed at least 31 people, destroyed more than 18,000 structures, and forced
over 200,000 residents to evacuate, ranking among the costliest wildfire disasters in U.S. history.
This is not an anomaly. The 2020 season alone burned more than 4.2 million acres — over 4% of the
state’s land — and produced the August Complex, the first single fire in California history to
exceed one million acres. The following year, the Dixie Fire burned 963,309 acres and became the most
expensive wildfire to suppress in U.S. history.

On January 7, 2025, multiple wind-driven fires ignited across Los Angeles County during an extreme Santa Ana wind
event. The two largest — the Palisades Fire and the Eaton Fire — became among the most destructive in

town of Paradise, killing 85 people and destroying more than 18,000 structures across 153,336 acres — most of the
destruction occurring within the first four hours.
Why California’s Wildfire Risk Is So High
California’s wildfire exposure is driven by a convergence of geographic, climatic, and human factors:
- Santa Ana & Diablo winds: Seasonal offshore winds drive explosive fire spread and were the
proximate driver of the January 2025 Los Angeles firestorm.
- Wildland-urban interface (WUI): A large and growing share of California housing sits in the WUI,
placing communities directly in fire-prone terrain.
- Drought and fuel loads: Recurrent drought across the American West dries vegetation and elevates
available fuel, lengthening the window in which fires can spread rapidly.
- Longer fire seasons: Destructive fires now occur outside the traditional summer–fall window,
as the January 2025 fires demonstrated.
